should be withdrawn from the 10th October. As already reported last week, this is merely a change in our policy, and is not a radical settlement of the strike question. We have resolved not to give up our anti- imperial movement until imperialism has been overthrow and the unequal treaties abolished. The recent change of our policy is merely to extend the responsibility which has for the past year been fixed on the Canton- Hong Kong strikers and pickets, and let the masses of our whole country rise and shoulder it. We must know that up to this the resposibility of maintaining the economic boycott policy had not been shared by the people.] and therefore a compulsory control was necessarily imposed on them; and on this account the policy of "blockade" arose. In the future the people will be allowed to control themselves, so that the economic policy may be universally carried out by them with better effect. Therefore I cannot fail to hope that our members will do their utmost with propaganda work in this connection, so as to make the people realize that economic boycott is the most important step in patriotic movement. It is the duty of all our people to support and carry out this policy.

As regards relief for the strikers, the Nationalist Government has resolved to levy a new

tax, viz.

a consumption tax of 20% on ordinary imports and of 5% on imported luxuries, and a production tax of 24% on exports, taking the Customs rates as the base,

This tax is not an additional Customs levy, but is

a new tax levied under the taxation authority which our Nationalist Goverment assuredly possesses, vizi
